Watkins Watkins Borough Man Jailed For Knife Stabbing

Pennsylvania State Police responded to a report of a stabbing at 9:30 a.m. Saturday at 409 Lincoln Way Eastin McConnellsburg. Through their investigation it was found that Richard Watkins, 32, McConnellsburg, had engaged in an altercation with Steven Koether, 38, also of McConnellsburg, that lead to Koether’s stabbing.

During the altercation Watkins swung a knife at Koether, according to the police report, cutting him in the chest. The altercation ended then and Koether was transported to Fulton Couny Medical Center. From there he was flown to UPMC Altoona. Watkins was taken into custody and subsequently incarcerated in the Bedford County Correctional Facility.

According to court documents, Watkins is charged with two counts of felony aggravated assault, one count of misdemeanor simple assault, and one count of misdemeanor recklessly endangering another person. He was also cited with harassment. He was arraigned before Magisterial District Judge Devin C. Horne. Watkins was unable to post $50,000 bail.

Attempt To Flee, Elude Police

A 19-year-old female and a 16-year-old female were arrested on May 27 at 8:09 p.m. near the intersection of Great Cove and Klondike roads in Bethel Township after they attempted to flee police.

According to state police, Haley Biser, 19, Frederick, Md., was driving a white Subaru Impreza stolen from a 52- year-old female from Frederick, Md., with a 16-year-old female from Waynesboro, Pa., in the passenger seat. As police attempted a traffic stop, Biser fled at high rates of speed for approximately four miles. They then crashed the vehicle on Great Cove Road at Klondike Road. Biser attempted to flee on foot while the 16-year old moved to the driver’s seat and attempted to flee with the car. Both were apprehended shortly after.

Biser was found to be under the influence of a controlled substance, and was arrested and charged with fleeing and eluding police, receiving stolen property, and DUI. The 16-year-old was arrested and charged with fleeing and eluding police, receiving stolen property, and providing a fake name to law enforcement.

Resisting Arrest, Criminal Trespass, Disorderly Conduct

A man was arrested at Johnnie’s Diner on May 21 at 11 a.m. when he reused to leave the restaurant. According to state police, Jon Ricchi, 26, Waynesboro, was given verbal warnings to leave upon entering the diner, but refused. An arrest for disorderly conduct and criminal trespass was attempted but Ricchi resisted arrest. After a brief struggle, he was taken into police custody. The defendant was then arraigned before MDJ 39-4-02 and placed in Bedford County Jail on a $7,500 bail.

Domestic Assault

A domestic assault occurred on the 200 block of Woodside Drive on May 8 at 5:52 p.m.. According to state police, a 37-year old male from McConnellsburg struck a 28-year old female from Mc- Connellsburg in the head with an open hand. The female then struck the male in the torso area with a closed right hand. After the altercation, the female threw a rock through the rear window of the male’s privately owned vehicle.


A theft occurred at 18250 Great Cove Rd. on May 12 at 8:25 p.m.. According to state police, Thurman Nesbitt III discovered six Liberty commemorative coins were stolen from the above address. Anyone with information about the incident contact McConnellsburg PSP at 717-485-3811.
