Borough To Rebid Bridge

Third time for Third Street bridge

McConnellsburg Borough Council will solicit bids again for replacement of the North Third Street bridge near Lincoln Way East.

The newest solicitation will mark the third time that council has asked for bids for the box culvert bridge replacement.

According to council members, all previous bids have come in over the projected cost, which was to be reimbursed at 80 percent by the state up to the projected cost of $530,000.

In the first round of bidding in January, a lone bid was submitted by George Hann and Son for $833,358.27. That bid was rejected.

Council rebid the project and in June again received only one bid from Clearwater Construction of Mercer, Pa., for a total of $688,000. Council tentatively accepted the bid pending Penn- DOT’s review to ascertain the 80 percent reimbursement.

At their regular meeting last Wednesday evening, they said that because the bid still significantly exceeded the estimate, it would have to be bid yet again. According to borough secretary Jack Fields, if the third round of bidding still exceeds the estimate, the state will need to find extra funds to honor the 80 percent reimbursement. Fields said the project will be rebid in the fall. In the meantime, weight limits are still in effect on the deficient bridge.

In other business, council appointed Samantha Wagner as borough auditor to replace Peggy Headley, who is moving from the borough. Wagner will serve until the next election and could run for the office.

Fields also announced that the borough’s contribution to the police pension fund for 2018 will be $21,582.

Council decided to contact two Lincoln Way East property owners regarding ordinance violations. One property in the 300 block is a hazard due to a porch roof collapsing, while a vacant lot in the 600 block has high grass and weeds in violation of the borough’s ordinance.

Regular business

During regular business, council approved July bills in the amount of $9,143.99. Receipts for the same period were $15,135.07. Checks were written for $15,446.24, and the August balance was $57,204.73.

Council members present were Rick Buterbaugh, David Washabaugh, Travis Bard, Pat Frazier, Pat Booth, Adam Gress and Mayor Mike Chilcote.

Borough Council meets the first Wednesday of each month at 7:30 p.m. at the Fulton House. The next regular meeting will be September 6, 2017.
