Fulton County Humane Society Police Officer Log

The following charges have been filed by Humane Society Police Officer Jeffrey Bliss in District Court 39-4-02 under the Pennsylvania Crimes Code Title 18 Section 5511:

Two counts of animal abuse and neglect on Nov. 4 against Paul I. Houck, Mc- Connellsburg, alleging neglect of two horses.

One count each of animal abuse and neglect on Nov. 14 against Teresa A. Seiders and Scott B. Ramsey, both of McConnellsburg, alleging neglect of one horse.

One count of animal abuse and neglect on Nov. 14 against both Chris and Shelley Harden, McConnellsburg Borough, alledging abuse and neglect that directly contributed to the death of their dog Honey, a pit bull, on Nov. 11. Officer Bliss accused the Hardens of depriving their dog of “necessary sustenance, drink, shelter and veterinary care.” He has requested that restitution of $500.25 to Bedford County Humane Society and $209.25 to Paws for Hope Thrift Store in McConnellsburg be made by each of the Hardens.

Death Investigation

McConnellsburg state police are investigating the death of Charles Huey Kave Jr., 49, Warfordsburg, that occurred sometime between 9:31 p.m. Nov. 12 and 9:30 a.m. Nov. 13. According to McConnellsburg state police, Kave took an unknown amount of sleeping pills and sat in his 2007 Ford F150 pickup at the Bethel Community Church off Bethel Church Road in southern Fulton County. He was pronounced dead Nov. 13 at approximately 9:30 a.m. by Fulton County Deputy Coroner Robert Fleegle. The cause of death was determined to be a drug overdose, police reported.

I-70 One-vehicle Accident

McConnellsburg state police reported that Sharon K. Collis, 61, Crystal Spring, was not seriously injured when she lost control of her car as she rounded a curve on Interstate 70 in Bethel Township Nov. 3 during a period of rain. Police said she looked away from the road reaching for her cellphone, then jerked the wheel of car and braked hard to avoid hitting a mile marker post. Her 2002 Mercury Sable traveled off the road, hit an embankment and overturned, landing on its roof on the shoulder of the road. Collis was helped from the car by passing motorists. Needmore and Hancock fire companies and EMS assisted police at the 6:26 p.m. accident scene. Collis has been charged with a traffic violation.

DVDs Stolen

Shane Sellers, 37, Mercersburg, has been accused by McConnellsburg state police of stealing five DVDs from the Dollar General store, 260 Lincoln Way West, McConnellsburg. The theft, police said, took place Nov. 7 at 3:17 p.m.

Criminal Trespassing

McConnellsburg state police reported that on Nov. 4 at 2:25 a.m. someone tried to enter Johnnie’s Motel in McConnellsburg through a back window. Police said the victim is a 32-year-old McConnellsburg man. Anyone with information about this incident should contact the state police at 717-485-3131.

DUI Arrest

Mark Anthony Compton, 26, Baltimore, Md., was arrested by McConnellsburg state police on Nov. 5 at 2 a.m. during a routine traffic stop when he was found operating his vehicle under the influence of marijuana. The traffic stop occurred on Mc- Kees Gap Road in Union Township, police said.

Harassment Charges

Devon Michael Petty- John, 26, and Joanna Margaret

Leese, 22, both of Mc- Connellsburg, were each charged with harassment following an argument on Oct. 31 at 6 p.m. that became physical. McConnellsburg state police reported that the incident took place at a Buchanan Trail location in Ayr Township.

Two-vehicle Accident

A 2010 Chevrolet was rear-ended by a 1996 Chevrolet on Lincoln Way East near Reservoir Road in Todd Township Nov. 7 at 3:22 p.m., according to McConnellsburg state police, who said the older model Chevy was following too closely and couldn’t stop in time as the ’10 Chevy made a left turn. Driver Shane G. Sellers, 37, Mercersburg, did not suffer any injuries, but his ’96 Chevy sustained disabling damage. He was charged with a traffic violation. Bobbie S. Wible, 58, Mc- Connellsburg, the driver of the ’10 Chevy, was believed to have suffered minor injuries and her vehicle minor damage. She was taken to Fulton County Medical Center. The police were assisted at the accident scene by Remsburg’s Towing and Mc- Connellsburg EMS.

Burglary Investigation

McConnellsburg state police are continuing their investigation into a burglary that took place between between midnight Oct. 29 and midnight Nov. 7 at 506 Lincoln Way East, McConnellsburg. Police reported that someone entered the building by forcing its front door in. No items were reported stolen. Victim is Jeffery Shearer, 51, McConnellsburg. Anyone with information is asked to contact the police at 717-485-3131.

Tailgate Removed, Discarded

John Mixell, 53, Fort Littleton, was the victim of criminal mischief on Nov. 10 when someone removed his tailgate and threw it in a nearby field. According to McConnellsburg state police, the incident happened sometime between 2 p.m. and 6 p.m. Nov. 10 along Forbes Trail Road about one mile west of Rte. 522.

Deer Hit On Rte. 30

Tia L. Fix, 28, Greencastle, wasn’t injured Nov. 13 when the 2015 Mazda 6 she was driving eastbound on the Lincoln Highway in Todd Township hit a white-tailed deer. McConnellsburg state police said that following impact Fix was able to drive off the road and come to a controlled stop. The 7:04 p.m. accident caused disabling damage to the Mazda.

I-70 Two-vehicle Accident

A 2015 Jeep Wrangler traveling west in the fast lane of Interstate 70 Nov. 12 hit the rear of a westbound 2004 Dodge Durango when driver Richard E. Keebler, 52, State College, attempted to move over into the slow lane behind the Durango. Neither Keebler or the driver of the Durango, John R. Fichter, 73, Chesapeake, Va., were injured during the 9:36 p.m. accident in Union Township. Keebler was charged with a traffic violation by Mc- Connellsburg state police.
