Bid Opening Held For New DJ Office

The Fulton County commissioners along with Jerre Parson of Dennis E. Black Engineering oversaw a bid opening for the proposed renovation of office space for Magisterial District Judge Wendy Mellott.

Mellott is slated to move into the former domestic relations office next door to her current facility along North Second Street. Among the work to be done at her new office space is general, electrical, plumbing and mechanical. Twelve individuals representing various contractors were on hand for the bid opening, which included an apparent low bid of $117,500 for general work by Hustontown based Gelvin & Son LLC. Other bidders included Southern Contractors at $147,888; Eagle Construction, $160,600; GRC General Contractors, $169,911; Rockwell Construction, $186,000; East Coast Contracting Inc., $197,000; and Palmer Construction at $209,000.

Rodney B. Smith Plumbing and Heating of Chambersburg submitted a bid of $12,000 for proposed plumbing work, and SSM Industries and Carl E. Frantz, Inc. turned in respective bids of $15,700 and $19,858.

In addition, Rodney B. Smith Plumbing and Heating appeared to be the low bidder for mechanical work with its recorded bid of $36,000. M.S. Johnston Co., Inc. and Musser Mechanical Inc. bid $54,375 and $54,800, respectively.

Meanwhile, Fulton Electrical Services LLC of Harrisonville bid a low $25,700 for electrical services to be performed in comparison to $32,400 by Keystone Electric and $33,888 by Southern Contractors.

All bids were tabled for further review.

On the heels of the bid opening, Parson and Lee Zeger met with the commissioners to discuss the replacement of courthouse pillars and roofing needs. Zeger suggested possibly covering the courthouse roof with a metal roof instead of modern day shingles for a more appropriate representation of the time period. He noted the cost would be comparable to that of shingles but would outlast shingles in terms of longevity.

The commissioners signed off on the notice of award agreement, waiver of liens and notice to proceed with G&H Anderson Excavating LLC in the amount of $39,463 for site improvements in connection with the first phase of the Needmore Water Supply project.

A purchase of service agreement was approved with Professional Family Care Services.

Furthermore, the Huntingdon Bedford-Fulton Area Agency on Aging was given authorization to renew a $750,000 line of credit with Susquehanna Bank.

A general sales agreement with Tele- Plus totalling $400 was given a nod of approval for pre-wiring the first floor of the sheriff’s office for security purposes.

The commissioners also met with Mike Ivosevich from Redland Bricks and architect Brian Haines of Crabtree, Rohrbaugh & Associates to review the status of exterior brick replacement and renovation of the sheriff’s office.

In other matters, the board convened as the board of tax appeals and assessments for the purpose of conducting a hearing involving Todd and Renee Earley of McConnellsburg. The couple bought their residence at 315 North First Street in June. They noted the home had been on the market for some time and was purchased at the agreed upon price of $180,000. It was appraised at that time at $190,000.

The county currently has the property, which spans both the borough and Todd Township, listed with a fair market assessment value of slightly over $119,000.

James W. Shank of 4929 Buck Valley Road, Warfordsburg came before the commissioners for a tax appeal hearing as well. Shank owns over 11 acres, which includes his home, his son’s trailer with an addition and an outbuilding assessed at a fair market value of $72,370.

Shank objected to having to pay taxes on the addition, which he did not give permission to be built. He noted that even though he allows his son to use the property he has never deeded any property directly to him. Shank added that if his son didn’t straighten up, he would have him removed from the property.
