Local Man Killed In Franklin Co. Crash

Matthew Barclay pronounced dead at scene

A McConnellsburg man was involved in a hit-and-run crash Friday afternoon in neighboring Franklin County and proceeded westbound along Route 30, where he crashed into an oncoming vehicle a short time later.

Pennsylvania State Police Trooper Eberhardt from the Chambersburg barracks reported 43-year-old Matthew U. Barclay was pronounced dead at the scene of a 2:25 p.m. crash in St. Thomas Township on October 7.

Barclay was travelling westbound on the 9300 block of Lincoln Way West when his 1997 Dodge Grand Caravan crossed the centerline for unknown reasons. The van collided head-on with an oncoming 2009 International tractor-trailer driven by Timothy Keeney, 51, of Joshua, Texas, police said.

Barclay was wearing a seat belt during the crash as was Keeney, who escaped harm.

State police were assisted on the scene by the St. Thomas and MMP&W fire companies and EMS. The roadway was closed for approximately three hours for police to conduct their investigation and clear the remains of the crash. Barclay’s van was towed from the scene by St. Thomas Towing, while the tractor-trailer was removed by H&J Towing.

According to reports, just prior to the fatal accident Barclay had been involved in a hit-and-run in Hamilton Township approximately four miles away.

Trooper Mateo Herrera, also of the Chambersburg substation, said Barclay’s westbound van travelled onto the berm of Route 30 in the vicinity of Tapeworm Road and crashed into several mailboxes located at 5065 and 5081 Lincoln Way West. Barclay, the trooper stated, failed to stop and render information.
