A 19-year-old Needmore woman was taken to the Franklin County Prison after she was charged with underage consumption and public drunkenness. State police in Chambersburg filed charges against Elizabeth Megan Lucas after she allegedly caused a disturbance last Wednesday night. The incident occurred at the Comfort Inn along Black Gap Road.
