Debra Welsh of McConnellsburg has graduated with a Doctor of Education degree with a specialization in instructional and curriculum leadership from Northcentral University.

Welsh was among the 460 graduates from 11 countries that had their degrees conferred during the June 5, 2010 ceremony.
