2009 CDBG Program Announced
The Fulton County Board of Commissioners is pleased to announce the opening of the year 2009 Community Development Block Grant (CDBG) program. The CDBG program is a federally funded program, which at the federal level is administered by the United States Department Housing and Urban Development (HUD). CDBG funds are then granted to the Pennsylvania Department of Community and Economic Development (DCED) and, in turn, are granted to "entitlement municipalities" (typically county and cities) throughout the state, which administers the funds at a local level. In Fulton County, the county commissioners act as the applicant of this program, and it is administered by the CDBG coordinator.
The overall requirement for use of the CDBG program is that funds be used to benefit persons who are determined low-to-moderate income status based on the Federal Income Guidelines. Such determinations are made either by examining current census data for a particular geographic area (i.e. municipality), by completing a survey pertaining to the income levels of those persons being served by a particular project, or by examining the characteristics of the group to be served (i.e. handicap accessibility project or senior citizens).
For year 2009, Fulton County estimates that it will receive approximately $200,000 to be utilized toward project assistance. Eligible projects include removal of architectural barriers (i.e. installation of elevators, handicap ramp and/or parking, etc.), wastewater treatment facilities (i.e. construction of new, extensions, etc.), drinking water facilities (i.e. drilling of wells, etc.), or numerous other projects, if eligibility can be determined. Projects must have a direct benefit to low-to-moderate income individuals to be eligible.
The Fulton County application must be submitted to the Department of Community and Economic Development (DCED) by March 30, 2009. In order to receive community input and to solicit project activities from the municipalities and organizations in Fulton County, an information session will be held on Monday, December 8, 2008, at 7:00 p.m. in the planning commission office conference room, which is located in the lower level of the Services for Children building. This meeting will provide information regarding the program overview of the application and application process, and the sharing of anticipated projects.
During the weeks following this session, the CDBG coordinator will be available to assist the municipalities and agencies to determine if the projects are eligible and to assist in the preparation of the applications to submit for the proposed project. Deadline to submit applications at the county level will be Friday, February 6, 2009. After the review of the application by the CDBG coordinator for completeness, the municipality or agency will be required to make a presentation to the Fulton County Planning Commission Board of Directors and the Fulton County commissioners for consideration. This presentation is required to be completed on Wednesday, February 11, 2009, or the project will not be considered for funding. Each presentation will be scheduled as a separate 10 minute allotment (5 minutes for presentation and 5 minutes for questions from boards) to complete this presentation.
