INVITATION FOR BIDS

Notice is hereby given that sealed bids will be received by the Fulton County Commissioners’ Office, Fulton County Neighborhood Services Building, 116 West Market Street, McConnellsburg, PA 17233-1020, for the Parking and Drainage Improvements to the Fulton County Food Basket Inc. Facility, 100 Woodside Drive, McConnellsburg, PA 17233 – Contract No. 10-100015.00 on Tuesday, April 6, 2010, until 11:00 a.m. prevailing time at which time and place said Bids will be opened and read aloud.

Contract documents may be examined at the office of Dennis E. Black Engineering Inc. located at 2400 Philadelphia Avenue, Chambersburg, PA 17201, or at the Fulton County Commissioners’ Office at the Fulton County Neighborhood Services Building, 116 West Market Street, Mc- Connellsburg, PA 17233-1020 and can be obtained at either location.

The project will consist of the expansion, regrading, paving and striping the existing parking area, installation of a stormwater sump and steel pipe guardrail and demolition and removal of an existing outside wooden staircase.

Bid security in an amount no less than 10 percent of the amount of the bid will be required in the form of cash, a certified or cashier’s check (drawn upon a bank authorized to do business in this Commonwealth), or satisfactory bid bond issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania made payable to or naming as Obligee “Fulton County”.

A Performance and Payment Bond in an amount equal to 100 percent of the amount of the contract and issued by a corporate surety authorized to do business in the Commonwealth of Pennsylvania will be required to be furnished by the successful bidder.

Any contract awarded under this Invitation for Bids is expected to be funded in whole or in part by a grant/or loan from CDBG, therefore, Davis Bacon Wage Determination will apply. Neither the United States nor any of its departments, agencies, or employees is or will be party to this Invitation for Bids or any resultant contract.

In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the Contractor must establish a 3 percent goal for female participation and a 5 percent goal for minority participation in his aggregate onsite construction work force for contracts in excess of $10,000. Section 3 requires that the Contractor must utilize, to the greatest extent feasible, local area businesses, trainers, employees, and low-moderate income persons within the general trade area.

In accordance with Executive Orders 11625, 12138, and the County of Fulton’s MBE plan, the Contractor must utilize, to the greatest extent feasible, minority and/or women-owned business concerns. Bidders are hereby notified that MBE/WBE firms will be afforded full opportunity to bid without discrimination.

A Pre-Bid Conference for prospective bidders will be held at the Fulton County Food Basket Inc. Facility, 100 Woodside Drive, McConnellsburg, PA 17233 on Tuesday, March 23, 2010, at 11:00 a.m. Attendance is not mandatory, but recommended.

The Fulton County Commissioners reserve the right to reject any or all bids and to waive any or all defects, errors, omissions, irregularities or informalities in any bid.

Bids may be held by the Fulton County Commissioners for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.

Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.

Relay Committee Meeting Held

The American Cancer Society, Relay For Life, committee meeting was held at the American Legion in McConnellsburg on March 8 at 7 p.m. The Fulton County Relay For Life will be held at the Fulton County Fairgrounds on May 21 and 22 this year. Activities will begin at 4 p.m. Friday May 21 with survivor and caregiver registration, followed by a survivor celebration & lap, a caregiver ceremony, and at 6 p.m. a survivor reception. Survivors will be receiving a letter to register in the mail shortly. If there is anyone that was missed, please contact the American Cancer Society, 384 Floral Ave., Chambersburg, PA 17201 attn: Relay For Life Fulton County with your name, address, phone number, shirt size or call 1-800-272-2345 with the information.

A luminaria ceremony will start at 9 p.m. on Friday May 21. This is a community event, with everyone welcome. For anyone wanting to have luminaria placed around the track in honor or in memory of a loved one, forms are available now. Something new this year, teams and individuals will now get credit for the luminaria donations. To have a team or individual credited for the amount, the order form must be in the Chambersburg office by May 14. Donations for luminaria will be accepted the week leading up to the event and the day of the event, however, any money received after May 14 will be credited to “event luminaria money.” Please turn your luminaria forms in as soon as possible to ensure individual credits.

The Detwiler’s Dynamic Dynamos team is having a fundraiser, the 1st Annual Relay For Life, at Lincoln Lanes Bowling Center, 2071 Lincoln Way East in Chambersburg on Saturday April 17 from 1 p.m. to 3 p.m. Cost per person will be $10, which includes three games and shoe rental. Please call 717-263- 4511 in advance to reserve time and lane. There will be door prizes and also a bake sale. All proceeds will go to Fulton County Relay For Life.
